Some of these updates are OTA "PowerUps". Usually things like a gateway (GWM), telematics (TCU), or a Sync (APIM) will come out as OTAs. Because they will enable functionality or other updates that are in the pipeline in the future. One of the gripes is that they seem to be focussed on things that will make them money (like adding Amazon's Alexa) rather than things that would enhance the car's functional aspects, or correct known issues (doing all the recent door modules would save wear and tear on the 'door presenter' actuators as an example).Mike, this is where I really show my lack of understanding, but are all these updates ones I should receive OTA, should the dealer have done these in September or am I stuck trying to figure out how to get these downloaded? This is where my frustration comes from, I have neither the technical skills or technical knowledge to be messing with these things. If Ford expects all Mach E owners to be as competent as you in these matters that's a big ask.
In other cases like the 22S41 welded contactor recall they would put together the PCM, BECM, SOBDM, SOBDMB, and SOBDMC and send that out as a package.
Some of these modules can't be updated by OTA at all, three come to mind, the gearshift module (GSM), the digital signal processor for the audio system (DSP), and the wireless accessory module (WACM) that controls the phone charging pad in the center console tray. So if there are customer concerns those would have to be updated as a 'hands-on' update with the laptop and adapter.
I've heard from others that the OTA program folks are way behind and it's not likely they'll catch up soon, if ever. There will always be a list of updates that are available for your car and unless they get better at pushing them out the list will just keep getting longer every month.
