I was not aware of the PowerUp 1.7.1 issue until going down this rabbit hole of issues and taking a look at what you all have been telling me. Slowly but surely I'm starting to put together the pieces.Given when you purchased the car I'm confident you're not aware that a couple of years ago there was a famously failed OTA (PowerUp 1.7.1) that caused literally thousands of cars to get "stuck" where they couldn't receive updates OTA and until they took the cars in to be diagnosed it just stayed that way.
Ford realizing they had a problem created a TSB procedure and added steps in FDRS (that required special USB and network adapters for the tech's laptop) to essentially 'side-load' into the APIM and clear out the corrupted data that was causing the problem.
Failing that, the other option was to replace the APIM outright with a new one and then just perform all the updates using FDRS to get the car back up to currency.
Part of the problem that may not be apparent to you yet...is that becasue your Sync (APIM) rev is so old.....other software updates that you should have by now have not been made available to your car through OTA or FDRS because of software dependencies. Meaning a shed-load of updates would miraculously appear in FDRS for your car (and/or likely as OTAs) right after your got that APIM (or GWM or TCU) unstuck. The special procedure used in FDRS to make this happen is the "Module Update Repair":

You need the service department to look into this and you may want to call the Ford Customer Service line first to have them open a case with your dealer. Having Sync 134 is only part of the problem....your software situation means no future updates will be forthcoming and you will never get BC to work (whether you think you'd use it or not). There are a lot of other software improvements (charging, powertrain, bluetooth, etc.) that you probably have not gotten because of this issue.
I'm going to give Ford a call shortly to talk about this.
