It did sound like the car was scheduled in for this week. Still, thinking that they'll just get the customer to sign a waiver...that's between the dealership and the customer...not between that dealer and the federal government....pretty risky behavior for what amounts to 25 minutes of programming time.
Fortunately, the dealer I work for now is legit and would never do anything like that. However, being 15 years in the business, I know there are plenty of dealers out there that would. Especially at the end of the month. If they are one CPO car sale away from hitting a metric provided by Ford to hit a volume bonus, they will take the risk.

Here's the list of available updates showing in FDRS:

You have the 25S65 recall still open. That will update all the powertrain modules in the list above (PCM, ABS, SOBDMC, BECM, SOBDM, SOBDMB). The PTS system says your 12V battery needs to be tested (yellow status) so don't be surprised if that needs to be replaced (roughly $135 without labor). The IPC OTA failed to install back at the beginning of August. That was the latest OTA activity. That update is in your list...along with a CMR update that is also cruise-control related.
25S65 was fixed today. How does it look now? Did it update all the modules like you expected?

25S65 was fixed today. How does it look now? Did it update all the modules like you expected?
Exactly as expected. And you still have a recommendation to get your 12V battery tested.

The last time any actual programming was done on this VIN was the 4th of September when the IPMA (image processor) was updated (possibly replaced?).

The 25S65 recall is still open, and when that's eventually performed, the PCM and SOBDMC module updates in the below list will drop off.

Is there any reason to pay them to do the rest of the updates that are still in that list?

Thanks! Yeah they replaced the camera and some coax while trying to resolve my collision assist and front camera faults after a windshield replacement. Turns out it was the 3rd party glass, OEM fixed it, but hey now I have a new camera and cabling :)

I always insist on OEM glass and will pay the difference.

Couple of things..your 12V battery is reporting it's SOC at 80% at 14.1 volts. I recommend doing a BMS learned values reset procedure (like this) to see if it will get bumped back up in the 90% range.

The other thing I find odd is that the system says your car has '0 mileage'....as in it's either not actually reporting the mileage, or there's something up with that system in the car. I'd contact the service advisor and ask them what that could be.
