FWIW, I found this in the Ford announcement for Europe. The "for employees" qualifier is the part that stuck out in regards to what we've been discussing here as to whether dealership chargers are expected to be open to the public or not.
"Ford also today announced plans to introduce 1,000 charging stations at Ford facilities across Europe during the next three years to make charging simple and convenient for employees."
