At 64 degrees I do not see a need for the fan to start but still charging at a slower rate here. Maybe ice in the frunk not for shrimp but for faster charging?It helped, but I think it really depends on if your cars fan starts at all once plugged in. Mine didn't start until almost 2 hours into the charge when it actually stopped and started the charge by it's self. It was sitting all night in the garage ~ 105 degree soak at 9pm -> prob 90 degrees by 8am.
