Truth is, this still won't work for the same reason we have a problem right now - most people don't realize what their car is capable of and they'd still be parked in the wrong spot most of the time. I sincerely doubt most lower-rate cars are parking in the high-rate spots maliciously, it's ignorance and a variable rate doesn't fix that at all.Simple answer is to vary charge by capacity. $0.30/kWh on a 50 kW, $0.40/kWh on a 150kW, and $0.50/kWh on a 350 kW (and maybe $0.60 on a future 600 kW).
Also doesn't help that some of the stations have larger screens on the larger chargers which attracts people that don't know any better.
